🇬🇧 Purpose
Defines how ProSys uses labels as a virtual folder and batching system: group tasks by phase/cohort/location/program, filter and build dashboards, avoid sub-folders or multiple projects. Labels are a core structural mechanism.

Định nghĩa cách ProSys dùng labels như hệ thống thư mục ảo và batch.
Label patterns (MANDATORY): phase-1, phase-2, phase-3; cohort-2026, cohort-2027; loc-australia, loc-thailand, loc-vietnam; program-visa, program-onboarding (if needed).
Per task: Each parent should have exactly 1 phase-xxx, exactly 1 cohort-xxxx, zero or one loc-xxx, zero or more program-xxx. Sub-tasks inherit from parent or no labels.
Labels = Virtual folders: JQL e.g. project = TET AND labels = phase-2. Saved filters = navigation. Board: Swimlanes by Phase, Quick filters by phase/cohort/loc.
Discipline: Do not create ad-hoc labels. Only use approved patterns. Admin may rename/delete wrong labels, reject tasks with wrong labels.
Core rule: If a task has no phase and cohort label → it is structurally invalid.
